If you search flickr, you can find several examples of homemade Ursula costumes, though I can't say they look that great. I searched "ursula halloween" and "ursula costume" for example. A lot of them are people in drag. My favorite though is this one:

I know it looks a lot like the famous drag queen Divine, but I think the wig and costume were great examples of the costume. I especially like the rhinestone details on the underpart of the tentacles. You could make the costume using black velveteen (the stiffer type velvet material, that's cheaper) and a purple/magenta taffeta or something similar. I think you could try a white or light blue leotard or pantyhose type material for the upper body.
